Flag Map - Description

Flag Map is a visualizing tool used to track, monitor and control an entity’s performance. Performance indicators that are essential and measurable are structured, ownership is applied, objectives are set and performance is monitored. Action items are documented.

Flag Maps are powerful because:

  • Performance Indicators are identified
  • Coordinated measurable targets are set
  • Achieving targets is measured
  • Accountability is assigned
  • Corrective action is planned

2         Flag Map – Hierarchy


The flag map tool gets really powerful when it is used to control not only a single metric, but a hierarchy of metrics.

A Flag Map can be provided for each level of the target hierarchy and can reach a very detailed level. As a rule of thumb: the more stable the process monitored, the less detailed the Flag Map.

3         Real World Application

  • Flag maps often are displayed on prominent places within the work environment. A flag map states that a person takes ownership to meet a defined target.
  • Each Flag Map has an owner who is responsible to control if on or off target, to start corrective actions if off target and to put the data into the flag map.
  • Severe problems ripple through the Flag Map hierarchy: if a problem on a single entity is severe enough to affect targets on the next level, corrective actions are not only started on the detailed level but also on the levels above (e.g. contingency plans).
  • Flag maps have shown to strongly influence the focus of an organization to deal with the issues that are displayed. So it is important to see flag maps not as an isolated instance, but as embedded into an overall organizational goal setting process (management process).
  • On the other hand, flag maps are flexible enough to be used to support projects or initiatives
  • As it is the case with any tool, if flag maps – especially ownership and responsibility - are not taken seriously, they do not work.
